The Centre for Development and Enterprises Rwanda (CDE Rwanda) has officially launched a new initiative called ISHEMA, a project designed to empower traders, youth, and small business owners especially women by improving economic freedom, practical knowledge, and citizen participation in economic decision making.

The project was launched during the event held on 2nd February 2026 in Kigali, bringing together journalists, civil society organizations, development partners, and economic policy stakeholders. ISHEMA targets citizens across the country, especially those whose livelihoods depend on trade and small businesses focusing more on Empowering Women .
Why ISHEMA Matters Now
Rwanda has made steady progress in economic growth and regional integration. However, some traders particularly small-scale traders, women, youth, and informal sector workers continue to face challenges when engaging in business beyond national borders.
These challenges include: Limited knowledge of trade rules and procedures , Difficulties accessing regional markets, Lack of information on tax obligations and trade regulations, Weak communication between traders and decision-makers
CDE Rwanda says ISHEMA was created to close these gaps by equipping citizens with knowledge and skills, while encouraging constructive dialogue with authorities.

What the ISHEMA Project Focuses On
ISHEMA is an economic and citizen empowerment project that will reach at least 10,000+ beneficiaries nationwide within two years. The project places special emphasis on: trade and regional market access ,Small businesses and informal traders, Women traders and women-led enterprises, Youth entrepreneurs and startups
The goal is to help citizens understand how to trade legally, safely, and confidently while also knowing their rights and responsibilities as economic actors.

Official Launch in Kigali
The launch event was officially opened by, Rene Gosciny Bigirimana, Chief Executive Officer of CDE Rwanda, who welcomed participants and outlined the vision of the project.
He explained that ISHEMA is built on cooperation and learning, not confrontation, and that empowering citizens requires clear information and open engagement with institutions.
Education at the Center of the Project
During the Launch of Ishema Project CDE Rwanda officials explained that many traders face losses or penalties simply because they do not fully understand trade laws, tax systems, or border procedures.

Speaking at the event, Rene Gosciny Bigirimana, Chief Executive Officer of CDE Rwanda, said ISHEMA puts education first.
“Our role goes beyond advocacy. Education is key, we want citizens to understand how to operate within the law, how to trade , how to meet tax requirements, and how to engage authorities with confidence and respect, When citizens understand the system, they can use it to grow not fear it.” he said
He added that when citizens are informed, they can contribute more effectively to national and regional economic growth.
Bigirimana emphasized that trade is a major opportunity for Rwanda, especially for small traders operating in border communities.
“ trade can transform livelihoods if people understand the rules and opportunities, ISHEMA will help traders gain the knowledge they need to access regional markets and participate fully in the economy.” he said
He added that the project is being implemented with support from Atlas Network, a U.S. based organisation that supports economic and citizen empowerment initiatives globally.

How the Project Will Be Implemented
ISHEMA will roll out in several phases, starting with the national launch and followed by activities in all provinces and the City of Kigali.
Key activities include: Training on trade regulations and procedures ,Civic education on economic rights and responsibilities, Community dialogues with traders and local authorities, Radio programs and digital media campaigns, engagement with public institutions.
The project will also gather real-life experiences from traders, helping policymakers better understand challenges on the ground.
Rwanda Economic Forum 2026
ISHEMA will conclude with a major national event the Rwanda Economic Forum, scheduled for September 2026. The full day conference will bring together local and international participants, including policymakers, private sector leaders, civil society, and development partners.
Registration for the forum will open in March 2026.

The ISHEMA Project is a strategic step toward a more informed, confident, and economically active citizenry. By focusing on cross-border trade, education, and dialogue, CDE Rwanda hopes to help Rwandans seize regional opportunities and play a stronger role in shaping their economic future.
